UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of playing fields and land to shore up their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England announced its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Council Tax Increases and Wider Fiscal Strains

The survey of local authorities in the coalition, which includes several urban centers, also found that over seven in ten of authorities will have to increase council taxes next spring to cover the growing cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to achieve both improved services and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

A survey of regional authorities this week further found local finances being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only one key city is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of England. The data underscores the extent of difficulties facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the study revealed.
