Zelensky States Absence of Definitive Security Pledge from Allies

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he told reporters on midweek.

These remarks follow a day after the UK and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, full security guarantees have not been agreed. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "an essential component of our dedication to support Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

Zelensky hailed that agreement as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we lack such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Russian forces now holds about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with drones, though with more limited success.
